Dr. Nefarious from Ratchet & Clank series.
He's such a lovable villain. And it's so fuckin hilarious when his bandwith switches to soap opera's.

From an iconic perspective, probably Dr. Robotnik or Bowser.
But personally... damn man I'm not sure. But if the villain isn't so easily defeated and bad shit actually happens then I'm usually in favor of those. I hate seeing villains' efforts go to waste. Permanent effects on the world are great, especially when they're twists.
