DiCaprio and Scorsese Team-Up for Devil in White City!

White City is a nonfiction story that focuses on the lives of two men who turned the 1893 Chicago World's Fair into their playground. One of them, Daniel H. The other, H.H. Holmes, was a serial killer masquerading as a charming doctor who is believed to be responsible for scores of murders around the time of the fair. Holmes devised and erected the World's Fair Hotel, complete with crematorium and gas chamber, near the fairgrounds and used the event as well as his charismatic personality to lure victims to their death.

Why doesn't Scorsese work with Robert De Niro anymore? Did they had a fallout or something like with Marky Mark and David O' Russell?

DeNiro is a bit old to play the type of characters that Scorsese tries to represent. 

If you really want to see them working together again, then wait for The Irishman. It's a Scorsese film with DeNiro, Joe Pesci and Al Pacino in the leading roles.

Then again, despite popular belief, Robert De Niro is actually quarter Italian.
