The publisher decided that bringing the shit content out of Based Nippon wasn't worth the investment because of negative reception and that's it. Spin off titles of main games are pretty much destined to never meet the numbers of the main games but that doesn't stop them from being a success. Koei (most likely their western division) not wanting to release a game where there have been 3 titles beforehand due to some backlash from those who have no interest or understand the series (because it hurts the feelings of ugly fat bitches) at all is pretty pansy of them.

The issue of not being able to play the game is limited to those who don't have a credit card or direct debt card and doesn't have access to the internet... and probably poor lol.
