I'd say Ultron is more of a threat, as Ultron lets his hate for Superman get in his way too much.

Sometimes I wish Tim Burton's canceled Superman film was made. At least they were planning to use Braniac in it, unlike the other Superman movies where they keep using the same fucking villains.

Ultron has always been more scary than Brainiac, and I can't think of any Brainiac story anywhere near as good as Ultron Unlimited or Annihilation Conquest.

The only reason why Ultron comes off as more scary is because he's an A.I. created by man, and yet becomes so powerful to the point of breaking Hulk's leg and killing off a god like Thor.
Just look how creepy this scene is from the comics where Ultron calls Hank Pym...
