October 16th (17th UK) - Everyone can download the All-Stars beta on PlayStation Vita.
October 16th (17th UK) - PlayStation Plus members can download the beta on PS3.
October 23rd (24th UK) - Everyone can download the All-Stars beta on PS3.

What you're doing in the beta is also a bit limited, but SuperBot detailed it on the PlayStation Blog...

You’ll be able to play as Kratos, Sweet Tooth, Colonel Radec, Sly Cooper, PaRappa, and Fat Princess.
You’ll be able to play in both the Metropolis and Hades stages.
You’ll be able to try out four-player online tournaments and 2 v 2 online tournaments. For the 2 v 2 games we’ll be supporting friend invites, so you and a friend can fight another team online.
Make sure you get on when you can -- the beta end October 30th.

Why the PSVita is getting it before the regular PS3 users baffles me. But I'll take what I can get to get a taste of this game.
