Actually Netflix did wanted Hannibal. It's just that they couldn't get it because Amazon has the streaming rights to the show at the moment.

Actually Amazon wanted to put out Hannibal: Season Four. However, Amazon wanted to rush it out. But Bryan Fuller wanted more time, so he disagreed.

But I still remain hopeful. Sad

It's funny because the Hannibal TV series doesn't explain Hannibal Lecter's origins at all. Since even the Bryan Fuller dislikes Hannibal Rising as well.
